You have to have the file or folder concerned selected. If you already
right-click on it, the only thing I can think of, is you perhaps aren't
working in a CVS project?

Hendrik, yes, that was it, I didn't have it set up as a CVS project.
For all the other newbies, this is:
File -> New -> Other -> CVS -> Checkout Projects from CVS
