In an RCP application what causes an home/.eclipse dir to be created on unix for some users but not [message #77812]

I would like to specify this dir (.ie .eclipse) as part of the config.ini
similar to how i specify it for the following:

osgi.instance.area.default=@user.home/myapplicationHome

osgi.instance.area=@user.home/myapplicationHome
