I mean just with eclipse + birt can i create some html pages, where the user
can click and reports will be generated.
I do not want to complicate the set up by using any app server etc.

Ashish,
The viewer inside of BIRT uses an embedded instance of Tomcat.
The standalone Report Engine can be deployed to tomcat and is pretty simple
to setup.
This may be your best option.
