for j2re1.4.0_03 but can't find it.

Does anybody knows where the launcher is getting this information from and
where I can change it?

In the menu bar, select Run->Run...

On the "Arguments" tab of the launch configuration for your run-time
workbench, there is a dropdown box labeled JRE where you can select the JVM
to run it with.
