Since at least one previous version is licensed under GPL, anyone (even
you!) can fork it from that point and continue development, if the desire
is strong enough.

First, it is not "that small". It has over 6000 lines of code and it
wasn't written during one night. Not even two nights. Second, a major
feature of the new version is the launching support which allows you to
easily specify all the standard and Sun internal RMI propterties,
including a codebase editor.
The previous version of the plugin is free and provides you with the
basic features you need. Since it is open sourced, you can easily adopt
it to run under Eclipse 2.1.
By the way, I proposed to contribute the code to eclipse about a year
ago (see https://bugs.eclipse.org/bugs/show_bug.cgi?id=7879,
https://bugs.eclipse.org/bugs/show_bug.cgi?id=15232) but somehow it
didn't happen.
