What Web tools build are you using (initial contribution, M1, M2,
nightly)? The Web services tools which were available in the initial
contribution are not available in the M1 or M2 milestone builds. They are
targetted for the M3 milestone. See

The Web service tools are not available as part of the M2 download. The
Web service tools are available in the WTP CVS repository (although they
may not be completely functional yet). You can extract the Web service
tools from CVS and build them yourself in order to use them now.

The document you are looking at is an overview of the initial contribution
to the WTP project from IBM. The initial contribution was made available
this past summer to give a preview of the tools that will be available in
the WTP project and gather feedback from the community about the tools.
The WTP project is now well underway. Many tools are now available in our
M2 milestone build and the Web service tools will be available in our M3
milestone build. The initial contribution download is no longer available
and we are encouraging people to use the tools available as part of the
milestone builds as these are the tools that are going to be available
from the WTP project. You can view the WTP milestone plan at
http://www.eclipse.org/webtools/development/planning/milesto ne_plan_1_0.html.
The milestone plan details what tools are/will be available in each
milestone build.
