I figured it out anyway, it seems like the path where I should install jdbc
driver is at ActuateBIRT1\BIRT Report
Designer\eclipse\plugins\org.eclipse.birt.report.viewer_1.0. 0\birt\WEB-INF\p
lugins\org.eclipse.birt.report.data.oda.jdbc\drivers !

Not ActuateBIRT1\BIRT Report
Designer\eclipse\plugins\org.eclipse.birt.report.viewer_1.0. 0\birt\WEB-INF\p
lugins\org.eclipse.birt.report.data.oda.jdbc.

How do I set this when I run it in the command line mode ?

As long as the jdbc drivers are in the drivers directory, it will be
fine in standalone mode too.
