This is used by the new Web Tooling project. They don't need the entire
VE, just the JEM subcomponent. So now that they are out and public we
split out the JEM component so that they can download just that.
HOWEVER, for regular VE users, you don't ever need this download. It is
already included within the VE download itself. Sort of like Eclipse and
JDT, there is the Eclipse SDK which includes JDT, plus there is a
download that has just JDT.

win32 and Linux. It is using straight Java and Eclipse code so hopefully
it will work. The only thing I can think of that might be a dependency
is the launching of a Java VM. We inherit from
AbstractJavaLaunchDelegate so I hope Eclipse will take care of that.
