Eclipse "out of the box" enables you to develop any kind of Java code.
You'll need to include the J2EE library(ies) on the Project's build
path, of course, to program against the servlet, EJB, etc. APIs.
There are some additional tools that make J2EE development easier for
some people. One such product is MyEclipse Enterprise Workbench (costs
about $30 per year and includes many extra tools for web app
development). There is also the Lomboz collection of plugins. Finally,
there is the new Eclipse Web Tools add-on (available as a project from
eclipse.org).
I suggest you look at each of those options and decide which one looks
attractive to you.
HTH,
Eric
