You might want to look the GEF WYSIWYG text component proposal. This is
key tool that will be needed for WYSIWYG HTML/JSP editor. I don't think
we need the whole VE.
You might also want to check out the Web Tools newsgroups archives.
While IBM and ObjectWeb are not proposing a WYSIWYG HTML/JSP editor,
there was some talk of a wrapper around Mozilla/Firebird HTML editor.

It is doubtful that those functions will be included within the Visual
Editor anytime soon. Others could perhaps make a plug-in based on VE
that would perform those functions. There are existing products/plug-ins
for working with HTML/JSP in Eclipse. Check out the Web Tools project,
WebSphere Site Developer from IBM, and other plug-ins on
http://www.eclipse-plugins.info/
