Not sure what is the goal; in any case, upgrading Eclipse on WSAD (as
well as EMF/GEF) would not be a supported WSAD configuration and is
likely to cause problems with various WSAD plugins.
Runing both VE and VEJ is not a supported configuration either. In the
future, WSAD will be based on IBM's WSWB (Eclipse) that will include VE
as the base for the VEJ.
