If you are creating a "standard" bundle then the tooling will make sure
that you do not use any Equinox specific feature when you are writing
your bundle.

Do you want a plugin.xml? If you do, look for the extension or extension
point links on the plugin overview page in the plugin editor or just make a
plugin.xml.

The additional capabilities are for plugin developers. Many of them are
handled automaticaly if you say you are developing an Eclipse plugin.

There is no doc in the help as 3.2 is still under development.
