for the Eclipse Europa Winter Maintenance Release. Does per chance
anything exist like a list of bugs fixed in that release, or some New
and Noteworthy notes?

doesn't state anything about fixed bugs or new features.
I queried bugzilla for Target 3.3.2 and Status Resolved, Verified or
Closed, in the hope that this will give me at least a raw list of the
bugs that were probably fixed in that release.

Hi Jörg,
yes, I think that the bugzilla query you made is the right one to have a
good idea of what has been done in 3.3.2.

As I mentioned in the JDT newsgroup, it's really not all that hard to
provide clients with much more accurate information about what's fixed,
when it's fixed, and where it's fixed.

Sounds like a lot of work? It's not. Every commit we make to CVS
includes [<bugzilla-id>] in the comment. This allows us to determine
which fixes are in each week's build so we can change their state,
append a note saying what build ID they're in, and produce a helpful
listing of all the bugs fixed for that build. Note that the little
folder with the "*" link before each bugzilla will link to a list the
files that have changed for that bug, and in that listing, you can
access a web-based delta view of each and every the change. You'll
never have to explain how the build was fixed ever again. Other than
including the bugzilla ID in the comment at commit time, it's 100%
automated.
The foundation clearly needs a common build infrastructure project so
that these kinds of services can be replicated across all Eclipse's
projects. We even have an audit tool that tells us when we forget to
increment a plugin or feature version after making a change; something
I've found to be exceedingly error prone to manage correctly...
