I just installed Eclipse version 3.1.0 - Build id: I20050219-1500. I created
a Web Project, and I can compile the source code under JavaSource. However,
when I select

project -> Build all or Build Project

These selections are Disabled. I tried to execute a Clean before selecting
these items, but no luck??

Is this a bug??

No this is how Eclipse works.
Incremental compilation occurs automatically by default.

If you wish to explicitly control when building occurs (by default it occurs
on the save of any resource),
turn off Project>Build Automatically
