I would like a report data section to have a fixed number of rows - like
24 rows, one row for each hour of the day. The JDBC result set contains
rows for hours of the day. However, a problem arises when an hour does
not have corresponding row data in the result set.

Is there a way to cause a row to be output in a report list showing just
the hour for rows that don't exist in the result set? Or, some other way
to have a fixed number of data rows in a report list?
