Is there a tree comtrol in BIRT? How to build a complicated navigable
report?

You might want to refer to the section on Table of Contents element in
ROM Layout spec located at
http://www.eclipse.org/birt/ref/ROM_Layout_SPEC.pdf. There is also a
bugzilla enhancement #96644 to support TOC control.
