how is that done concretely?
Should I create a new task/bug only?
Do I have to address it to someone?
How do I gather votes for it?

go to https://bugs.eclipse.org/bugs/enter_bug_wizard.cgi and either
login or register first, then login.
Create a new bug selecting Mylyn as product and bugzilla as component.
Then enter the description of what you want.
Votes gathering is something to do via blogs or here or friends, etc.

Mik,
This is probably a good thread to point you to the Eclipse Babel Project.
If you were to internationalize parts of Mylyn, please note, that quite
a number of plugins and projects are already localized there:

and
http://www.eclipse.org/projects/project_summary.php?projecti d=technology.babel
Beside usage of Babel for projects like Mylyn, we also discussed a
possibility to make use of Mylyn on the other hand for Translation tools
within Babel. Do you think, tasks like translation could also be
maintained and made accessible via Mylyn?
E.g. by highlighting the artifacts a translator needs and showing such
tasks similar to enhancements or other work items.
There is also a potentially interesting post in the Babel newsgroup by a
developer who's working on what he calls an Agile Translation Tool, but
it is currently not part of Babel. However, some of the goals and
features he describes there (like translations being approved or
completed) show similarities to other (Agile) Project Management tools
and their frontends including Mylyn.
Please tell us your thoughts on that. If you think it fits better there,
of course also in the Babel group or mailing lists.

Hello Chris,
Thanks a lot for the interest.
Babel is quite matured in some areas and the translation parts are to my
knowledge going to be official part of Ganymede already.
The 'missing' sources in CVS might seem misleading. I have not checked
the code recently (as I am attending committer telco almost weekly but
quite busy in my current day project) but it could also be an option to
use SVN now on one hand.
On the other hand the probably more interesting and advanced part is a
kind of "Content Repository" which is indeed to become the de facto
standard for all Eclipse Resources from now on.
Please check the project page or get in touch with the Spec Leads (Kit
or Chris) if you have any further questions.
Of course, if there are extension points allowing that similar to e.g.
Bugzilla, using Mylyn in some of the Client parts of Babel could also be
very interesting. Translation and Localization may not have been widely
recognized as a key part of the Application Lifecycle, but a Globalized
World and Markets make it more and more important, also to commercial
products. And many like Borland already use Mylyn anyway.

from task repositories, we have not had much interest in the
