Hi,

Target definitons (.target files) are convenient for sharing target
platforms between developers. Ref:

Can a .target file be used to define the target platform (base) for a
headless build?

There's nothing there yet in PDE Build... however, your target in PDE
Build is simply dictated by the baseLocation property :)

In 3.5, the PDE team is exploring areas to improve target management
using p2.
