Eclipse 3.3 comes with a ICU plugin com.ibm.icu_3.6.1.v20070417.jar.
However, it does not seems to include the ICU plugin for character sets.

For example, ICU version 3.8.1 (see
http://www.icu-project.org/download/3.8.html#ICU4J) has two binary jar
files icu4j-3_8_1.jar and icu4j-charsets-3_8_1.jar.

Does Eclipse ship with any ICU character set plug-ins or jar files?

It looks like eclipse only ships with the main ICU jar, not the charset
one. In eclipse 3.4 it is:
com.ibm.icu_3.8.1.v20080402.jar
