It may not be a bug, but rather an intentional re-assigning of that
keyboard shortcut. You can use Ctrl+Shift+L to open a view displaying
all the current keyboard shortcuts, then look for "Maximize" in the list
to see what the new shortcut is (if any).
If it has been re-assigned, feel free to open a bug report asking that
it be reverted back to Ctrl+M since that is probably a commonly-used
feature that many users will "miss."

CTRL+M still works on my machine. Something to check:

If you run your eclipse with tracing enabled for the keyBindings and
tracing/commands=true it will tell you what your eclipse is doing when
you are hitting CTRL+M
