I've installed a plugin with a directory format (for example:
plugins\org.eclipse.gef_3.0.1\), when I want to add this plugin as a

to add it. However, after its addition, the proyect is not able to include
the plug-in in the "plug-in dependence", but it appears in the plugin.xml
of the project.
If I tried to reinstall the plugin with a .jar
format(plugins\org.eclipse.gef_3.0.1.jar), the problem mentioned
previously disappears.
My question is:
In theory, the Eclipse Platform must recognize also a plugin with a
directory format? O only accept a .jar plugin?

A plugin.xml is only created if you create any extensions.
i.e., it is possible to create a plugin without a plugin.xml.
(caveat- the above only applies if you are using OSGI manifests. If you are
creating 2.x style plugins, the plugin.xml is always created).

Both schemes work. You just have to configure the manifest/plugin.xml
properly.
