I had the same problem with fedora core 1 - I upgraded to fedora core 2
and it disappeared. I think it was a failing of the version of
gtk/gnome in fedora core 1 - the newer gtk in core 2 fixed it, so if you
don't want to upgrade your OS, upgrading your gtk/gnome should fix
it for you.

This is the built-in behaviour of GTK+. I do not believe that it can be
modified. Check the source code for GTK+. I particular, how individual
widgets respond to the GdkEventScroll event.
