top-level of the navigation since toc_a.xml is disabled and can no longer
subsume it? Should both toc_a.xml and toc_b.xml not show up, period?
When I play with this, I'm finding that disabling toc_a.xml results in a
disable of both TOCs (toc_b.xml does not show up, even though it isn't
explicitly included as part of the activity). To be honest, I'm not sure
what I was expecting here - I could understand both results. But I do want
to know if what I'm seeing is what is expected.

Hi,
Yes, this is the design. Since topics are in a hierarhy, and activities
filtering is applied to a ready navigation, not before it is built, a topic
is visible if all its parents (toc_b and toc_a) are visible. If toc_b fits
logically into (is part of from a users point of view) toc_a, and toc_a is
not desired to be shown, why should the toc_b alone be shown.
