to what might be causing this?

Ryan,
What version of Birt are you using?
Can you try the allinone download?

Jason,
I'm using BIRT 2.1.2. I'm using the pre-packaged report designer, and
it runs fine on my machine. The EXACT same setup on a different machine is
what has been giving me headaches. I thought maybe Java 1.6 was the
problem, but even after going back to Java 1.5, I was still encountering
these same problems.

It appears to be having an issue on this line:
if ( !MessageDialog.openConfirm( UIUtil.getDefaultShell( ),
Messages.getString(
"MultiPageReportEditor.CheckVersion.Dialog.Title" ), //$NON-NLS-1$
info.getLocalizedMessage( ) ) )
Can you log a bugzilla entry for this? Also does it matter if you
download the allinone and put in a different directory? Try that and
create a new report.

I can't reproduce this bug.
After studying the error log, I found that the error should be:
List message = ModuleUtil.checkVersion( fileName );
if ( message.size( ) > 0 )
{
IVersionInfo info = (IVersionInfo) message.get( 0 ); // Error on this
line.
..........
}
Whether I open an old file with 2.2 or open a newer file with 2.1.2, it
works.
Though from the error log and code, I guess there're some errors in the
function ModuleUtil.checkVersion( fileName ), I suggest Ryan file a bug and
decribe it in detail, so that BIRT developers can fix it soon.
