If you JUST want a Tomcat plugin (start/stop/etc.) then Sysdeo is really
great. If you are looking for a development environment (JSP Editor,
debugging, Struts support JSF support, etc.) then MyEclipse is probably the
way you want to go (it's commercial, $30/year) and if you want an open
source approach to web development Lomboz is probably what you want. I
can't comment on Lomboz as I haven't used it in quite a while.
