Nothing in logs, everything seemed fine in plugin list. Tried
uninstalling, reinstalling, eclipse -clean, waving dead chickens,
etcetera.
Eventually replaced Eclipse install with all-in-one and it worked. I
hate to winge, because when BIRT works it's beautiful - but it does
seem a highly temperamental beast (and is currently horribly broken in
other ways; see my other posts!)

The all-in-one download works, but neither the framework download
unzipped or the update manager work. Comparing configurations, the
all-in-one download has more features than the framework, which in turn
has more features than update manager provides.

After installing BIRT Report designer framework from the Europa site
and restarting the workbench, return to "find and install new
features" and install the BIRT SDK from the BIRT update site and
required features, like oda.
