I had same symptoms with RC3 all in one package, when running on JDK 1.4.
Try to run it with JDK 1.5

Nothing in logs, everything seemed fine in plugin list. Tried
uninstalling, reinstalling, eclipse -clean, waving dead chickens,
etcetera.

Eventually replaced Eclipse install with all-in-one and it worked. I
hate to winge, because when BIRT works it's beautiful - but it does
seem a highly temperamental beast (and is currently horribly broken in
other ways; see my other posts!)

unzipped or the update manager work. Comparing configurations, the
all-in-one download has more features than the framework, which in turn
has more features than update manager provides.

After installing BIRT Report designer framework from the Europa site
and restarting the workbench, return to "find and install new
features" and install the BIRT SDK from the BIRT update site and
required features, like oda.

Thanks for reporting the problem.
After looking at different options, we will fix the DTP feature dependency
in Europa update sites. See
https://bugs.eclipse.org/bugs/show_bug.cgi?id=195210.
With the limited resources available this week, the updates will hopefully
be available this Thur., after the holiday.

Note that this problem does not exist if installing BIRT with its download
packages, such as the birt-dtp-integration-2_2_0.zip package or the
all-in-one packages.

There was a missing feature dependency in
org.eclipse.datatools.connectivity.oda.designer.feature.
The workaround is to install both DTP and BIRT, which will install the
missing DTP feature.

Or additionally select "Europa Discovery Site"->"Database Development"->
"Data Tools Platform Documentaion 1.5.0.200706221" feature after you clicked
"Select Required..." when installing BIRT thru Europa discovery site.
