Hello,

Are you using Windows? If so, please try Wascana
(http://wascana.sourceforge.net).
It's essentially Eclipse+CDT+MinGW/Msys+a bunch of useful libraries. I
believe it has SDL bundled in.

If you're using Linux then just set the project include paths and
libraries to wherever your system's opengl headers and libraries are.
