Well there are a couple of eclipse options in WTP. In Ganymede you can
install the Web Page Designer which will give you what you are looking for.
Also, if you are looking more for an authoring of documents type
application there is the Visual Editor for XML project at Eclipse. It's
under the Eclipse Incubator.
An older version of VEX can still be found at the original sourceforge
page, the newer version is still under going some development, and I
haven't had time to setup a wiki page describing it yet.
