completion.
If I press ctrl + space it just shows me the complete list of php

I expect pdt to show me only those functions which would fit in that
situation, and not EVERY php function.
Here's a screenshot to illustrate what I mean:

Maybe it has something to do with the fact that the php file I'm editing is
not inside a project.
But it's impossible to create a new project in the eclipse workspace for
every single file I eventually want to edit.
Is there a way to active code completion for normal *.php files, which are
in the DocumentRoot of my Apache server and not inside the Eclipse
workspace??

I'd guess so. Eclipse is an IDE rather than just an editor.

If you wan't to be able edit a file here and a file there, rather than
working with projects, then you might be happier with another program.
One good option is jEdit <http://jedit.org/> - it's also a Java program,
so it runs where Eclipse runs. It can be configured to reasonable IDE
too, but it can be used as plain text editor too. I used to use jEdit a
lot, but then I found that Eclipse's project features are actually
exactly what I've been wanting.

If you don't have any projects in the Document Root, then make the
entire Document Root one project - then all files will be part of a project.

You can add entire DocumentRoot in project, may be it helps.
