I'm new here and I saw that you can only download the Java IDE as a x86_64 version for windows, if I had a device which has a arm-based cpu and windows, can I still download it, maybe the linux aarch version?

As far as I understand it , x86_64 Windows applications will run on arm/aarch64.

The Platform SDK does have arm/aarch64 downloads:

https://download.eclipse.org/eclipse/downloads/drops4/R-4.33-202409030240/

And you can install contents from https://download.eclipse.org/releases/2024-09/ into it.

There are no packages for aarch64 yet because there is no Temurin JREs available for it yet:

https://adoptium.net/temurin/releases/?arch=aarch64

Such compatibility relies on emulation, and on older machines it's...not great. For what it's worth, I would recommend combining the Platform download and
something like the Microsoft Build of OpenJDK for Windows AArch64 / ARM64, and then installing additional features from the 2024-09 site as Ed
mentioned.
