I am trying to install Eclipse in a controlled by Zscaler Dev environment where I have the following domains whitelisted:

ibm.com; s81c.com; kaltura.com; tiqcdb.com; cloudflare.com; trustcdn.com; jazz.net; eclipse.org; eclipse.dev

I can successfully download the Eclipse installer, however the installation fails around 60% in its progress with the following error:

Could you please help me understand if it is a general installer issue, I am missing a domain to whitelist, or something else like SSL handshake/certificate issue?

The p2 framework used by the installer (and in the installations themselves) will generally use mirrors when available.

If you switch to Advance Mode (via the menu in the upper right), on the Confirmation page, there is a "Mirrors" checkbox you can disable. Or you can run with -vmargs -Declipse.p2.mirrors=false. You will need to add this option to the eclipse.ini of the installation to disable mirrors there too if you need to be able to update or install.
