Recreation Steps:-
1. Add one server URL in the manual mode of network connection under general in windows->preference->general->network connection->manual mode->https->edit(e.g. google) with the port 8080
2. Add the same URL in proxy bypass.
3. Then open help and try to open install software option and it does not recognizes the URL .

Is this a bug with Eclipse or are we doing something wrong?
N.B:- We are using Eclipse 4.23.

It's really hard to say anything about such problems that we cannot reproduce ourselves...

Better would be to try to reproduce the problem using Eclipse 4.30, e.g., from here:

And report an issue here where you can include more detailed screen captures of everything you configured:

Even then, the question arises, how can the developers reproduce the problem you see inside your firewall?

Was there any similar type of any bugs present in the version mentioned or in some previous versions related to the proxy bypass in manual mode?
Right now, it is not possible to upgrade to any higher version of eclipse.
Can we have some sort of suggestion for the issue we are facing?

I don't know. I do know that these things are often major problems inside corporate firewalls. E.g., even if it's configured properly, it might well be the case that the certificates injected by the firewall into the network traffic is not recognized by the cacerts of the JRE/JDK being used to run Eclipse. Maybe there are clues in the Error Log view?

I have checked the issue in 4.30 version of eclipse as well, getting the same error.
