Is it possible to create an INewWizard that completes immediately and does
not have any WizardPages?

Yes, see e.g. 'New > Untitled Text File', which is contributed by
org.eclipse.ui.editors.

Thanks! Looks like the key is to set canFinishEarly=true and
hasPages=false in the plugin.xml definition of the wizard.
