"Check for Updates" showed "Available Updates" of "Oomph setup", (1.3.0.v20151114-0843).
Installing that is what failed.
Yes, the -vm argument path and file exist.
One odd (maybe) thing is I had a 64 bit eclipse, and have 64-bit windows, but the error shows (-os win32, -ws win32), -arch x86_64). The "32"s surprise me.
I had to keep working, so did a e=install (although I kept the broken version also).

The error code suggests it's a failure to start the VM at all and that's
generally an issue with a lack of a -vm option (and the system default
being wrong), or the -vm option specifies something wrong. In your new
install (which installs the latest Oomph which suggest there is no
problem with the latest Oomph), is there a -vm option? Is it different
from this old one?

Gregory,
Does removing the -vm option from the non-functional installation make
it work? (You're sure that VM exists?) Have you installed or updated
VMs recently, i.e., since you created the installation that's no longer
functional?
