Publishing often fails for me when I update a project dependency because
Tomcat is running and the jar for that project is locked. Once I get that
error, it's difficult to get the change I made in the first project to be
reflected in the webapp. Hitting "Publish" again doesn't seem to do it.
Neither does "Clean"ing all the projects involved.

Any ideas?
