Let me guess, you are using WTP 1.0? If so, try falling back to WTP 0.7.1.

I just waited for about 15 minutes at 100% CPU with ONLY Eclipse running,
saying that it is "Publishing to Tomcat" and the project has only one
trivial servlet defined. To add insult to injury I hadn't even asked it to
run the servlet!!!
What on earth can it be doing with all that CPU? And why does it need to
publish so often? Intutively, I would expect publishing to occur only when
I try to run something.

If you look back at threads that were put up towards the end of December
and early January, there were several issues that were found, this being
one of them.
