When all projects are closed, you can still Select File->New->File/Source
File/Whatever

Is this suffucient for you?

Hi buga,

there is not much you can do with eclipse without a project. But maybe the
Managed Make Tutorial is for you:

From eclipse's Help menu, select Help Contents. In the help browser go to
C/C++ Development Guide / Getting Started / CDT Managed Make Tutorial.
