I am trying to modify an existing report parameter and make it a dynamic
parameter, so that I can populate a list of values based on who is running
the report. However, when I click the Dynamic radio button in the Edit
Parameter dialog, there are no entries in the "Data set" list. I already
have 2 data sets defined to the report, and the same problem happens even if
I try to create a new data set with the "Create new" button on the Edit
Parameter dialog.

Any ideas?

Okay, I'm still not certain why this happens periodically, but the fix is to
delete the Dataset that the dynamic parameter depends upon. You'll get a
warning that it has a parameter dependency, but just okay and ignore that.
Go back to the parameter, edit, and create a new dataset setting it up again
as before.

Hi David,
This is happening because your dataset is parameterised.
Try creating a dataset with no parameters, it will show up in the list.

Anyways please log a bug, the first case should work. We will fix it in
BIRT 2.1
