I am completely lost.

I have created my web application,

I have specified my tomcat installation in
Window/Preferences/Server/Installed Runtimes

I start to debug my application and it throws up a dialog box asking me
to define configuration. Under Apache Tomcat there is a
"New_Configuration" shown.

Under this is a label "Server:" with a drop down box to the right which
appears it should list the installed servers. It is empty and I can't
type anything into it.

What do I do now?

then right click in the server view , new->server->Tomcat , so that you
create a new server configuration first.

I understand now.

I think there is a serious shortcoming of the help files here

In the Web Application Development Guide/Working With
Servers/Installing a server

it only explains the Windows/Preferences/Servers/Installed Runtimes
option, nothing else

In the Web Application Development Guide/Working With
Servers/Selecting A Server

it shows a dialog box without any indication of how you get to that
particular dialog box in the first place, and even then it doesn't see
to match anything related to the approach you have described above.
