Is it possible to create an Outline View of another View? If I have a view
that is not generated from a resource in the resource navigator (i.e. it is
not associated with an editor) can I make an Outline View for it so that
when I make selections in the Outline View they will be reflected in my main
view?

On another note, when contributing a view to a perspective, is it possible
to place that view in the area reserved for the editor, in the middle of the
perspective? I have a perspective that is all views and now there is an
empty pane in the middle which is reserved for editor and I can't use it.

The outline view is tied to editors. You can create a similar view, based on PageBookView, or enter a feature request to support
outline views for view parts. If you enter a feature request you should provide a use case that demonstrates the need.

You can hide the editor area. See IWorkbenchPage.setEditorAreaVisible.
