No. The bug was introduced with 2.0M3.

The description of the problem is that you can set flags on cells just
on the first game. Following games, show the counter with zero mines so
you can not set flags. the workaround was reopen the game.

The bug was produced when common code (the counter is common code for
the rest of games) was extracted to the common plugin. I forgot a change
when merging all the counters.
