Yes, this is usual way. You could simply put patches into Eclipse DLTK
Bug tracker with mark contribution, and we will apply them.

And possibly in some time after we could promote you as Eclipse commiter
for DLTK project, and you will get access to repository directly.

I suppose it is better to send question to DLTK mailing list instead.
