for active lines:

Window>preferences>Editors>Text Editors>
In the select box Appearence color options choose current line highlight
then change the color.

I did look there and try several of the settings, but that changes the
colors for the text editor itself. I am taking about the pop-up for code
completion when you hit alt-space (or wait for it to pop-up automatically).
