The "Customize Perspective" page shows that only "Checkout from CVS" is
part of the CVS toolbar. Is is possible to add CVS operations (Commit,
Updated, Compare With, Replace With, etc) to the CVS toolbar?
If this is not possible presently where is the best place to submit a
feature request?
I have tried to search Eclipse Help, the eclipse site, and Google without
much success.

I don't think the Eclipse workbench supports this level of
tailorability. However, the best place to log the enhancement request
would be against Platform/CVS since that is the precise functionality
you desire.
