Since Eclipse 3.0 you need to tell the platform to check for new plugin.
This is for performance reasons.
Run eclipse once with "eclipse -clean".

just did the following

start -> run -> H:\eclipse\eclipse.exe "eclipse -clean"

restarted eclipse, but still cannot find the DrJava plugin

Try
start -> run -> H:\eclipse\eclipse.exe -clean
instead.

Also make sure that the zip of the plug-in you download does not contain
the plugins folder in the folder path. In that case, you'd need to
unzip to the eclipse directory rather than the plugins subdirectory.
