Contrary to what the help files seem to say, the only time Eclipse
(3.0.1 and 3.1M3) offers to open an xml file in the Ant editor is when
the file has the exact name "build.xml". For any other <name>.xml,
3.1M3 only offers a minimal "Template" editor and 3.0.1 invokes an
external browser for editing. Choosing any of the fixed alternatives
(default, system, inplace) does not invoke the Ant editor. Makes having
more than one Ant file in a directory impossible.
How do I get Eclipse to offer the Ant editor at least as an alternate
for any <name>.xml file.

Do appreciate the help. But, please note that I did search for it.
FWIW (trying to figure out why I missed it), searching for "ant" lists
"Editing Ant buildfiles" at only 49% relevancy and, in any event, the
page title suggests editing file contents not tool configurations. That
page is not even listed in a search for "xml". Nothing in either search
list references the concept of file associations or changing default
editors.
The only explanation I have for not noticing that Eclipse had its own
general file assocication preference page is that it is just too well
hidden in plain sight.
