The idea is that the user can start a large upload/download and have it
carry on
in the background, consuming only the unused bandwidth without interfering
with
his normal work, survive system restarts, network reconnections, etc.

yup.
For updates, go to Window > Preferences > Update/Install > Automatic Updates
and set the update schedule.
For installing new features, run the install wizard and at the end, when
installing is kicked off, click on run in background.
(some more work is needed here, to avoid some user prompting when a feature
is unsigned).
