I am getting "Error validating location: Cannot connection to host"

Eclipse and CVS are all on the same HP server. I have changed the Host
field using the IP address of the host and I have also supplied a fully
qualified domain name as well but I am unable to connect to the
repository. What could be causing eclipse not to be able to access the CVS
repository?
