Problems connecting to a CVS repository [message #250525]

I have Eclipse 2.13 installed on HP UX 11. I have CVS repository that I
created outside eclipse using the cvs command line commands. I am trying
to add the CVS repository to Eclipse using the "Add CVS Repository".

Host: localhost
Repository: /usr/apps/cvsvault
User:plmadm
Password:
Connection type: pserver
Use Default Port

I am getting "Error validating location: Cannot connection to host"

Eclipse and CVS are all on the same HP server. I have changed the Host
field using the IP address of the host and I have also supplied a fully
qualified domain name as well but I am unable to connect to the
repository. What could be causing eclipse not to be able to access the CVS
repository?
