http://www.xmlbuddy.com/ has a Contact Us page - I suggest you ask them
if they support 3.3. I happen to know the author of that plugin and I'm
pretty sure he stopped work on it when the WTP XML editor became
available.
The Eclipse WebTools Project includes an XML editor; if you get the
"Eclipse IDE for Java Developers" package from eclipse.org, the XML
editor is included.

You might want to ask on the eclipse.webtools newsgroup if there are
simple instructions for installing just the XML editor.
